if you google the specs of the official HP supported cards for this model you will note that they are all around 35 watts

https://support.hp.com/us-en/product/setup-user-guides/hp-compaq-8200-elite-small-form-factor-pc/503...

this is because HP needs to have power available for any/all of the optional add-ons such as more drives, more memory sticks optional memory card reader cd/dvd drive

this all must remain within the systems 240 watt power supply

to run a card with with higher wattage than 35 watts you need to either not add any optional parts

this results in a borderline configuration and may cause problems

i  recommend replacing the stock cpu line with a "S" series low power cpu

example: Core i7-2600 (95 watts) vs core i7-2600S (65 watts)

https://www.intel.com/content/www/us/en/products/sku/52213/intel-core-i72600-processor-8m-cache-up-t...

https://www.intel.com/content/www/us/en/products/sku/52215/intel-core-i72600s-processor-8m-cache-up-...

just replacing the cpu with a low power model will free up 30 watts which can go to the video card

the gtx 1650 is a 75 watt card which is 40 watts over the HP 35 watt spec

so a stock 8200 SFF system with no addon parts, and a low power "S" cpu should be able to run a 1650 card safely

you should not have to remove memory dimms, and if you should have any issues simply remove the blue ray optical device to a external usb self powered case
