How do I get this product to charge? Quick setup is not helpful, at all.

Welcome to the HP Support Community. 

 

To better assist you - What seems to be the exact problem? Are you getting any error? 

 

If a laptop and other devices are connected to the power bank, the power bank completely charges the laptop before charging the other devices. To charge the other devices first, press and hold the button for 5 seconds.

 

1. Maximum input is 5 V @ 2 A via micro USB.

2. Maximum output is 5 V @ 2.1 A. Simultaneously charge tablets*, smartphones, and other electronic devices*. * Compatible with HP Slate series tablets and other electronic devices with up to a 2A current rating
