Cancel an order while it has not been processed

HP Recommended

Why HP does not want to cancel my order?! I requested a cancelation less than 24 hours, and all representatives (chat and email) saying the order can not be canceled because it is already being assembled. My order status after 8 days has been in the processing step since the order was placed. I have already placed a new order and don't need the first one; however, HP wants to charge me for the first one. Does anybody understand the logic, or is it a systemic policy to charge customers?
