How can I get help resolving the toner cartridges sent in for exchange.

I need to get credit for unopened toner cartridges returned for an exchange to ISB Escalation services. I sent the unopened toner, as well as used toner cartridges for recycling in the same box, but each were clearly marked. The individual I am communicating with at iSB Escalation Services will not acknowledge the unopened yellow  Q7582A and magenta Q7583A toner cartidges which were $210.59 each. The shipment was sent UPS and was insured, but I packed myself.  I have asked to work with a supervisor, but there was no response to this request. I need help with this. Thank you
