I did not receive my laptop and HP will not help me

Microsoft Windows 10 (64-bit)

I ordered a HP envy x360 on November 21st and I never received it. The Ups website said its delivered and signed for by someone I do not know. I reached out to the hp resolution team and they requested I get a police report and forward the information to [personal information removed] and they will go ahead and process the replacement. I did that 5days ago and I have not heard a thing from hp since. I tried calling the resolution team again, but I can not get through. I tried emailing them and they will not response. What can I do? This laptop is a gift!
