My order was declined but my card was charged?

HP Spectre x360 15t



I ordered an HP Spectre x360 on the website with order number H338805671. I was able to pay for it using my debit card, but suddenly when I placed my order, the order was declined. When I checked my bank account, I was charged for the laptop. I don't think HP can do anything about this, so can anybody help me get a refund?
