I have deleted the administator on my windows 7HP laptop by mistake. Can someone help me reinstate new administrators please?

Does one of the current users have admin priveleges?
If so, log into that user account and go to Control Panel --> User accounts and create an admin account.

Follow the instructions at this thread at Microsoft Communities.
Save all data you don't want to lose to an external disk. Do this first before anything else!!
After data is saved externally, you can use the recovery disk set or usb recovery flash drive that you should have created, to restore your PC to the state that it was delivered to you..
You now know one of the big "don't ever do this" items is. You are not the only one who has done it before. It is all part of the learning curve.
