Shipping Delays & Deceitful customer service

I have never done business with anyone this deceptive. My order was supposed to be shipped on 02/25/20. Since they have a poor tracking system I had contacted customer support chat. [edit] that my order was ready and tracking would be available once the shipment is picked up. Today I get another email about delay in the order moving it to 03/20/20.   I wanted to cancel as this was way too long a wait. But guess what this is HP and FTC rules don't apply to them. They are taking my cancellation as a request but wont guarantee cancellation. Fun part I need to wait till the laptop arrives and then return it to get my refund. Okay sarcasm aside, what happens if the laptop is damaged or lost in transit. Who is responsible? Based on my experience  I don't trust this company to act in good faith at all. Why I have to go through this hassle and take additional responsibility for an item I decided to cancel. FTC guideline clearly states you should have an option to cancel if deadlines are missed[edit]

I'm going to dispute credit card transaction for not meeting the deadline. [edit]
