No, without any context to the question, is it impossible to do more than guess what you mean.

Microsoft "what"?

For example,

Microsoft Office software is available from Microsoft - it is generally not free though you can perhaps access "Online Office" tools on the web.

Windows - just the Operating System - without having purchased any extra software generally includes the very basic "WordPad" program - not much, but it is certainly something in which you can create a document that you can save, print, and / or send to someone using your email service, for example.

There is free Office style software - you have to download it and install it in your computer. Files created in the "free" Office style software can be opened / converted to a Word document if / when wanted.  If not, you can always export the document to PDF and save it / send it / print it.

Windows Office "online" software can be used, if you like.

Use Word, Excel, PowerPoint and more for free with Office on the web

Yes, if you want the true OFFICE experience, you have to purchase Microsoft Office.

There are both single purchase stand-alone single license options and the Microsoft 365 subscription models.
