There's many Q5670-6002 formatters (with HDD) available via third parties, but some specify a different model printer than mine. Are all Q5670-6002 the same, or are they printer model specific? In other words, can I assume any working Q5670-6002 will work in a Z3200 24"?

The Z3200 comes in two models, 1 ending in A and the other ending in B.
If the A model the part is Q6718-60047
If the B model the part is CK837-67026
The A model comes with the hard disk where the B model does not come with the hard disk.
These formatters are for all models of each type including ps and regular and 24" and 44"
Be careful as buying used parts make sure the plotter size matches yours as the part numbers above when new and unused it does not matter as information is written to the board by other components.
