Hello all, 

first post, HP Designjet 800ps, will not power on, in the past when you plugged the plotter in to the socket it would power on automatically but it has stopped doing that and I had to use the power button but that has also stopped working, the kettle lead crackles as I plug it into the back of the plotter but that is normal, also confirms that the plotter is getting power.

Thanks in advance for any help.

There is nothing much you can do except replace the power supply. I had several of these with the same symptoms and the PS was always the problem. Can't remember good at this moment but several of those PS was a cheap fix, a varistor in primar goes bad and it's few $ value part to replace and fix.
