two possibilities:
1. if it does not try to cut at all the cutter may be disabled through the control panel or driver.
2. If it goes through the motions of cutting, ie moves to the left and pulls across but does not cut, the cutter is broken or the interlock that the carriage grabs the cutter with is broken.
