Have you tried contacting a certified HP PageWide XL dealer other than the one you are currently using? If they are not a certified HP partner they may not be able to obtain ink in a reliable or timely fashion. Cannot see ink supply being a problem for this unit as they are current.
You could also order direct from someone like Precision Roller, https://www.precisionroller.com/ink-for-hp-pagewide-xl-4100-printer/products.html
