Does the HP DesignJet T830 plotter print vinyl?

It is a technical printer, it doesn't print in vinyl.

A technical plotter is one designed for CAD/CAM use not for art/advertising. The specs state that it does support matte film and self-adhesive, so there might be media that might work as an alternative.

My definition as per the printer specifications  a 'T' printer(technical) is designed for lines and drawings that allows you to print in different languages like: HP-GL/2, HP-RTL, TIFF, JPEG, CALS G4, URF. Usually this printer model is used by Architects and CAD Engineers, and prints in bond and coated papers (bond, coated, heavyweight coated, recycled, plain, bright white), technical paper (natural tracing, vellum), film (clear, matte), photographic paper (satin, gloss, semigloss, premium, polypropylene), self-adhesive (adhesive, polypropylene) even that is not designed for pictures allows printing in good print quality in CMYK, it also print maps, technical drawings, and renders with precise line quality and crisp text – in colour and black and white.

 

There is a Graphics printer series as well, the 'Z' version like the Z6 which is designed to deliver consistent, exceptional quality and efficient operation, whether you’re producing colour and black-and-white photos, posters, presentations, POP signs, backlits and more. These machines prints also in banner and sign, fine art printing materials and are RGB.
