Operating System: Microsoft Windows 10 (64-bit)
I'm a graphics teacher at a high school and we are involved in a project to print large posters and hang them outside.
Are there colorfast/lightfast inks that hold up well to outdoor elements in Maryland?
Is there a specific paper type that will withstand the elements better? We are looking at HP Premium Matte Polypropylene.

You should look for latex or ecosolvent printing with UV overlaminate for outdoor solutions. HP Premium Matte Polypropylene is for indoor display mostly, but for outdoor display must use UV overlaminate again to preserve colours for long time.
