Microsoft Windows 10 (64-bit)

We have a new designjet and it will not get an ip address automatically on wired or wireless connection.  I set the settings manually and it will not keep them when I apply it goes back to dhcp.  Then it says getting address but never does.  I tried manual settings with wired and wireless.  The wireless connects to the access point but never wilol get an IP.  Nothing else on the network has any issue.  I even turned down the wired speed too 100 mbps, no difference.

the utility software will not detect it.  It did once for about 10 seconds.  I set my dhcp server to assign an ip based on the mac address.  It saw the mac and said it was fine, but it doesn't apply them in the plotters settings.  I think it is assigning it and sending to the plotter but the plotter isn't having it.
