HP DesignJet 1050C plotter driver is not digitally signed

Operating System: Microsoft Windows 10 (32-bit)
We recently switched from Windows 7 to Windows 10, when user with ordinary privileges try to add plotter available in the network, a message box with Heading "Do you trust this printer" appears. When pressing the "Install Driver" button available in this message box getting the message - "This app has been blocked by your system administrator. Contact your system administrator for more info." Our IT found the reason for this issue is the driver for the plotter is not digitally signed. HP would replace the existing driver with the digitally signed version.
Is there any way to resolve this issue with out the help of a user with administrative privileges?
