911 dialing from lock screen

My understanding is that you have to have the 911 dial softkey at VVX 411 lock screen and it is hard coded. Can we atleast have the ability to move the "dial" button from the same location as "call" Button ? We have atleat 2-4 unintentional 911 calls daily and it is not good. UC software version is 5.9.5.0614

We need to have the lock feature for security purpose so please dont ask to remove it.
