I have an IP 650 that continually reboots and never pulls the new firmware from the Removed by the Mod
It sits on the "Waiting for network to initialize..." screen , then goes and waits on the "Updating initial configuration...", then waits there for a while, then i get the "Could not contact boot server, using existing configuration.", then it goes to "Error loading 000xxxxxxxxx.cfg!" then reboots and the cycle starts all over again.
I have a continual ping running against the IP address of the phone and it barely replies to pings.
Server is set to the above HTTP address, IP address is hard coded with gateway and DNS
Have read thru other posts on the community, and read the FAQ

Resolution: Please check => here <=
Setting up your own server will allow you to get the logs of the phones and enable you to set them up locally.
The only other troubleshooting you could do is to run a wireshark trace via a spanned port to check why the phone cannot connect to the server.
