Drivers for your system are here

https://support.hp.com/us-en/drivers/selfservice/hp-24-g000-all-in-one-desktop-pc-series-touch/11059...

There are two drivers for bluetooth.  One is from Broadcom dated 2016 the other from Realtek dated 2019

There must be more than one model motherboard as the devices are different.  I suspect your serial # or ID is needed to lookup the correct motherboard.

Does the device manage show a problem?

Were any of the earbuds working before?

Do you have a working bluetooth keyboard or mouse?

If one of the earbuds was working before then find it and delete it from the bluetooth device list and try adding one back in.
