I have no idea what prompted the change.

The facts are:

- Desktop PC's internal DVD Drive reads DVDs but not CDs

- External DVD Drive (Samsung) connected to Desktop PC via USB reads DVDs but not CDs

- External DVD Drive connected to my laptop via USB reads DVDs but not CDs

-External DVD Drive connected to my wife's laptop via USB reads both DVDs and CDs.

 

Conclusion:

The problem does not lie with the Desktop PC's internal DVD Drive or the external DVD Drive.

I tried to search a little more, but most of the time, it comes back to the basic solution as already mentioned
Two solutions not guaranteed
always try only with the internal drive!
If the restore points are activated, and at least one available before the appearance of the problem, try

https://support.hp.com/th-en/product/hp-latex-360-printers/6838371/document/c03327545

just to check, it must be temporary, try by creating a user account, super administrator
If it works, it may just be a problem with the user account, creating a new one may fix the problem
So just try the super admin to get started

I'm not sure I quite understand what I'm supposed to do, and I'm giving up.

Maybe upgrading to Windows 11 will do the tricvk, but I'm not reay to do that, yet.

First, try to create a super administrator account
