When I am trying to video chat with someone on Facebook it pops up with an error stating:
An error occured when trying to get access to Camera and/or Microphone: "Hardware Access Error" .
Facebook then brings me to a page in which to resolve the problem with simple adolescent minded issues like make sure it is plugged in, make sure no other apps are running in the background, blah blah. This is my camera and mic that is built in so I don't know how to resolve this issue (I don't know how to troubleshoot it).
I have used my camera and mic in my "camera" app to test that it is not the computer and it was a success. I could both see and hear my recording.

I see from your post that you need assistance related to your notebook issue. Don't worry we'll work together to help you find a solution.
Just wanted to check if the issue happens only when on FB, or does it happen when using other apps.
In the meantime, let's try these steps here:
I suggest you download and run the HP Support Assistant from this Link: https://www8.hp.com/us/en/campaigns/hpsupportassistant/hpsupport.html?jumpid=va_r602_us/en/any/psg/p...
HPSA will automatically search for all the latest drivers for your Notebook

Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

Click Check for updates and messages to scan for new updates.

Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

Click the update name for a description, version number, and file size.

Select the box next to any updates you want to install, and then click Download and install.
Also ensure Windows is up to date.
Select the Start button, and then go to Settings > Update & security > Windows Update , and select Check for updates. If Windows Update says your device is up to date, you have all the updates that are currently available

I am experiencing the same issue when trying to make a video call on Facebook messenger.
I am using a Spectre X360.
I have noticed that it may be a browser issue. I was able to successfully do it using the Edge browser, but not Chrome.
Still trying to figure out how to get it to work using chrome. Hope this helps some of you

Same here man, Facebook messenger via the Google Chrome browser just won't acknowledge that it has the permission to use the camera and microphone. However, if I go to the Microsoft store and download the app, it works fine. I suggest just downloading the app, it works.
