Have an old Technics HiFi System and Turntable and would like to connect them to my new PC - Was able to connect them to my old HP Tower PC but have not found a method of connecting them to my All-in-One.

Hello
that seems normal to me, they are two different systems!
The speakers of a tower type desktop computer are independent, if they are powerful enough compared to the amplifier, they can be easily connected!
Excluding a PC all in one, the speakers are integrated into the screen, so there is no connection possible with an amplifier !
You can however certainly connect the amplifier to the computer, but you will need speakers connected to this hifi!
