All in one 20 c400ne

Hello good afternoon.
We have an issue regarding our all in one pc.
It is not turning on at all since yesterday.
It is barely 1 year old.

Tried troubleshooting step by step as per instructions in hp website but to no avail.

Light at the back where the charger is plugged in still has light, but monitor does not turn on. Still under manufacturer's warranty but I want to know where to inquire about it, the store where I bought it or HP local hub.

You're up against several issues ...

First, places that sell PCs are sales offices; what you need are Service Centers -- as they do repairs.

Second, you said the PC is over a year old and the default HP warranty is only for one year.  So, unless you bought an extended warranty in the form of a Care Pack, it has expired and HP is under no obligation now to service or repair it.

We are not able, or permitted, to provide any repair estimates or equipment prices.

Since you live outside the U.S., here is a link to HP Service Centers, by Country/Region: https://support.hp.com/in-en/service-center

If that link does not provide you sufficient information, then use the main HP link:
https://support.hp.com/us-en/contact-hp?openCLC=true

Good Luck
