I turned on my new PC to me, it goes to the blue screen with "Just a moment" on the screen, but it never goes away.

Please try getting to BIOS and let me know if that works
Shut down the PC and upon restarting keep tapping on F10 till you see System Configuration Menu
If you are able to get to the BIOS, try a System Recovery https://support.hp.com/in-en/document/c04758961
