Nothing on desktop opens. Have to manually shut down

@Mauigirl21 -- my first guess is a disk-drive that is "failing". Programs cannot be read from the disk-drive.

A shutdown attempt cannot write any information to the disk-drive.

 

When you power-on your HP computer, does it show an option to launch the HP Hardware Diagnostics?

If so, launch it, and run the "short" (only a minute or 2) DST ("disk drive status test"). 

If it reports a "failure", it is time to replace the disk-drive.

Consider buying an SSD (fast disk-drive) as a replacement.
