Without a model number, only generic help can be given.  However, most times when that scenario happens the OS has become damaged and it is trying to repair the problem.  If the PC has diagnostics buitin then try those through the startup menu.  Start tapping ESC and then the start button.  A popup menu, with ways to enter the diagnostics should eventually appear.  If all of those are good, then you can try to boot to Windows install media to allow the OS repair more effectively.  Windows 10 media can be made on a working PC

https://www.microsoft.com/en-us/software-download/windows10

Scroll down to the "Using the tool to create installation media" and follow the directions.  Boot the problem PC to that new media and pick repair instead of install.  If that fails to complete the repair a reinstall might help.  Otherwise a failure - hard drive or other component has occurred.
