My hp desktop all-in-one turns on but the screen is black and the keyboard doesn’t turn on

Try step 1.  

Are there any beep or light codes?  Fans spin?

I assume the keyboard & mouse are wired and not WiFi

If you type your PIN or password and press the enter key do you hear the windows TaDa sound?
