This is a computer that has been sitting unused for a few years without any power applied. When power is applied the green PSU LED blinks rapidly...two blinks per second. I have gone through HP's virtual assistant and determined that the motherboard is suspect. Could it be the lithium battery has gone bad? How expensive is it to replace the motherboard in this 'older' computer?
This computer has the original OS - Windows Vista - hard drive and CD read/write drive. No additional drives or equipment has been added. The main desire if the motherboard cannot be restored is to retrieve the data off the hard drive.

if it is the power supply unit that is flashing, it could be the latter which is defective!
You risk wasting money to fix it, and may be an unnecessary expense.
The motherboard may no longer be found, or second-hand / refurbished, it may not work, we have already seen users have this problem
If you have an IT pro, see if they can test another power supply..
otherwise, to recover data from the hard disk, connect it to another computer, directly inside if possible, or with a usb adapter
You can try several things in order to try to recover your data
