When I turn on the PC, a warning sound sounds and the On/Off button on the PC lights up in the same rhythm as the warning sound, 3 times long-3 times short-3 times long. The PC does not start afterwards, and access to BIOS is not possible.

Hi,
A 3:3 BIOS error code means you have a graphics card problem.
AIO PCs usually have integrated graphics.
So this could suggest you have a motherboard problem or a CPU problem.
HP reference document at this (Link). Scroll down to a 3:3 BIOS error for troubleshooting steps.

For an integrated configuration, check if the graphics are on the processor or system board.

For a non-integrated configuration:
Reinstall the card if possible.
