Boot to Black Screen with Cursor

HP Recommended
HP ENVY 700-230qe CTO Desktop PC
Microsoft Windows 10 (64-bit)

Computer boots to black screen with cursor.  Screen eventually comes on, but with significant (5 minute) delay.  Downloaded and ran HP diagnostics tests, failed Long Drive Self-Test, IRQ test and ROM test.  Error code is Q0E6J0-75194Q-QFFV7G-61GH03.

While not the usual problem for the symptom but the long test indicates the drive is getting to the point it will fail soon.  Best to replace the drive.  You can either clone the old drive to the new one before the failure or make a backup/image of the failing drive to install on the new drive.

Black screen with a cursor is a sign of a boot manager problem.  Since this is Windows 10, you can try a repair using the Windows 10 install media and pick repair instead of install when you boot to the media.

You can make the install media following instructions here:

https://www.microsoft.com/en-us/software-download/windows10

Scroll down to the "Using the tool to create installation media" and follow the instructions while on a working PC.

Still the drive should be replaced even if this repair works.

BTW: a clean install of Windows can also be done with that media, also but save any important files before doing the clean install.
