Welcome to the HP Forum.
Seeing this without circular spinning dots below the HP logo usually indicates the PC cannot complete a successful Power On Self Test. Spinning dots below the HP logo usually indicates a Windows startup problem.
You have video but may not have USB support.
Start the PC with only keyboard and mouse and monitor. Immediately tap the "ESC' key to see if you can get to the HP UEFI Startup Menu. Select "F2". Run HP Diagnostic System and Component tests if possible.
A no go here probably indicates a hardware problem. It is very difficult to zero in on the failing component in a Forum. Any part connected to the PC, including the MB or the external power supply, could be causing this problem.
Sometimes a failing PC will display an error message pointing to a component or an OS problem, sometimes a failing PC will be non-responsive (no activity to indicate the PC has powered on).
Your PC is about 7 years old so the warranty option is gone.
You might want to have a local PC Tech diagnose what appears to be a hardware problem if you cannot run HP hardware diagnostics.
