Boot order is set in the UEFI in two different ways.
By invoking the Boot menu, you can select a boot from the list, but this is only a one-time thing. Next time you boot and invoke the Boot menu again, you will get the same list in the same order.
By invoking the Settings menu, you can then go into the Boot tab, and by clicking on each boot entry, select the one to be in each of the boot order positions, from top of the screen downward.
But, at least on my system, with multiple OSs, and multiple Boot Managers (one for each OS), every OS I boot into reorders the Boot menu, so I have used an app known as EFI Boot Editor to establish the boot order I like, save the off to a file, and then restore it when I boot into the different OSs.
