HP Recommended

I cannot get passed the Home Screen when the computer first turns on. I have wireless mouse and keyboard with fresh batteries, but they do not do anything. Normally you can swipe up on the touch screen and it will take me to the screen to put in the password, but it almost as if it is unresponsive. The screen will time out and go black, and I can’t get the screen back up unless I turn it back off and turn it back on. Any info would be great! Thanks!
