I am having similar issue. HP Desktop won't boot from USB.  I need to turn off secure boot. But it is not in the BIOS options.

It's not just Secure Boot that is the issue.

 

On some UEFI setups, there is a feature to Disable booting from portable devices and this is turned ON.  If you have that, unless you can turn it OFF, you will never be able to boot from USB stick.

The desktop does go to USB and recognizes it. There is something else that is preventing the Windows from running from USB. 

There is no mention of UFEI in BIOS. 

 

I have got HP Pavilion p6654y Desktop PC.
