“Choose Your Keyboard Layout”

HP Pavilion Elite HPE Series
Microsoft Windows 10 (64-bit)

So, today I turned on my desktop and it went through the normal boot-up sequence. However, instead of just showing the windows logo, It said the words “Preparing Automatic Repair”. After that, the screen turned black. It then switched to blue, showing the words “Choose Your Keyboard Layout” with multiple options below. There was a white box around the option for US, but no way to select it, since the USB ports are rendered useless during this screen. I have turned the computer off and back on multiple times with no luck. I have also unplugged the entire thing an plugged it back in to no avail. I’ve seen that other people have had the same problem, but still have not gotten it fixed. I went to the help page, but it said the only help available for my model was the forums, so I’m posting here. The model of my computer is an HP Pavilion Elite HPE series.

You are not the first person to report those symptoms.

See: Mouse & Keyboard stop working after Windows Update (February 2018)
which includes a Microsoft-recommended "workaround".
Immediately after doing the workaround, run Windows Update -- Microsoft issued an update on March 13, 2018 to prevent a reoccurrence.
