Not good
According to this document there is a power supply "crowbar" problem
crowbar means the motherboard shut down as it sensed something wrong.
More likely than not the problem is the motherboard and not power supply adapter.
Try the following after looking at this video.
Open it up and blow out all dust
look for any discolored parts.
Remove all but one stick of memory
Remove that stick and put it back in (reseat it)
see if it powers up.
Take to local shop or contact HP
1) Click on this link -
