Well, I have not encountered something like this so far. I have a PC that will not boot after power loss only - meaning, if PC loses power the first boot after power is restored ends up in the error message "Non-System disk or disk error" and "replace and strike any key when ready", striking any key at this point does not yield any progress.
However, if I press ctrl+alt+delete and "soft" reset the PC it boots fine, with no problem.
The problem is that after power loss the system won't boot on its own and requires a user to physically access it and soft reboot it (hard reset does not work either) and since it's a cheap machine used for a bit of monitoring this is quite a nuisance.
Trying to reset the CMOS memory didn't help.
Might try updating BIOS if it is available.

Why does everyone seem to feel that Bios Updates are Miracle Cures that will fix anything that ails a PC??
Losing power is an "unsafe" shutdown, but when you do the restart, you are doing a "safe" shutdown -- so I would expect it to work this way.
