Hi

How are you shutting down, Using Windows or the power button? Does this happen using either method?

This symptom usually points to the power switch or associated PS wiring, the MB power switch header, or the power supply. Something is causing the MB to initiate a power on condition. Could be any component connected to the MB. No magic bullet, it requires a process of elimination to find the problem.

Try HP Diagnostics at startup to see if any issues are detected. Run the System File Checker. Update drivers. Back up data. Then reinstall Windows. Same symptoms leads to hardware.

You would have to check each component to find the cause. Replace the MB CR2032 battery. Try using a minimum config. Only connect a monitor, mouse, keyboard. Only use the following internal components (this means disconnect any unnecessary  internal components): try each stick of RAM (one at a time) in each memory slot and then try onboard graphics if the CPU supports this.

Try a different power supply.

I would say the power button or the MB has issues if you see no change in symptoms after trying all of the above stuff.
