If it's a horizonal line or vertical line, then this is either a graphics chip issue (unlikely) or a monitor hardware issue (more likely).

You would have to do the following to determine which is the case:

1) Connect the monitor to another PC. IF the line stays, it is the monitor hardware

2) Connect another monitor to this PC. If the line reappears, it is the graphics chip.

If the monitor is new, it should be covered under the warranty, but we here are not authorized to address warranty issues, and for those, you would have to contact HP Customer Support directly.
