I bought an HP All In One Desktop that was new in 2016 and never unboxed. When I set it up it will not boot. The on/off white LED flashes 7 times then repeats. Anyone know what this means?

This looks like a hardware issue.

Not sure if its short or long blinks but this document https://support.hp.com/in-en/document/bph07107 will help you understand the issue.
May I have the exact model name of the product for further assistance? Refer to this document for steps to find the product details. Do not share any of your personal information such as serial, phone number, email ID, etc.

Thanks for the document. I had found it on line and the only reference to 7 flashes indicates a mother board or system failure on computers released before 2015. Does this hold true for the computer I purchased around April of 2016?

Actually, after 2015, there is no 7 beep concept, the max is 5 beeps a pause and then a few more beeps. Check when you get a pause and count the remaining beeps
It doesn't matter how fast or slow they are, just watch for the long pause.

Counted the led light flashes multiple times. There are 7 flashes at one second intervals then a blank that is one and a half seconds long then a repeat. After multiple times of unplugging and attempting to turn the computer off and on I finally just left it alone for several days. After that the led was not blinking or on so I turned it on and the screen was just black. I turned it off and back on and it booted up and allowed me to go through the initial set up steps. After I was done with it that day I turned it off and it immediately went back to the 7 led flashes it was doing before. It took several more days of plugging and unplugging and attempting to turn on and finally came back on today. Any idea what the heck is going on with this thing?
