Envy 450-411 won't turn on

My son's computer suddenly won't turn on. The green light on the back on the PS is solid green. Pushing the power button on the PC doesn't do anything, i.e. the computer does not startup. Not just blank screen, I mean I can tell the PC isn't truning on at all because no fans are running - not even the PS fan.

 

Here is what I have tried:

1. Verified the outlet is not the issue my swapping it with another working device.

2. Did the hardware reset procedure I found online: unplug, press power button for 5 seconds, then plugged back in.

3. Replaced the CMOS battery

4. Verified the PS is working via the "paperclip" test. Fan on PS spins so I assume it's good.

 

So I figure either the actual power button has failed or possibly something wrong with the motherboard.

It's out of warranty as of March 2018.

 

Any other suggestions or should I take it into a computer tech?

This looks like a hardware issue.
