FAILURE ID RLGG31-77AAR9-MFH16J-60VR03 on HDD Short DST check.
The PC won't boot, just displays the HP circle and never reaches the desktop screen.
What does the failure code mean (an I looking at a new HDD or.....?

Yes, you will need to install a new hard drive, and reinstall the operating system.
Unfortunately, I cannot find a service manual for your PC's model series.
You can reinstall W8.1 for free by downloading the W8.1 64 bit ISO file from the link below.
Use the Microsoft tool that I zipped up and attached below that you will need to transfer the ISO file to a USB flash drive or DVD so that it is bootable.
After W8.1 has completed installing, you can install the drivers and available software from your PC's support page.
