Fail to boot elite 8200 ultra slim desktop

Elite 8200 ultra slim desktop
Microsoft Windows 7 (64-bit)

Computer stopped working, power adapter dead, replaced power adapter now computer will not boot. Internal green LED lights then turns off. Power switch powers on green then turns off and red LED blinks 4 times, beeping at the same time. Is my problem the new power adapter or motherboard?

Same thing happens with memory removed, SSD removed.

Sounds to me like the replacement PSU is either faulty or not the right wattage.

Looks like this model either comes with 135w or 180w depending on the hardware configuration.

Do you still have the faulty one? Can you confirm the wattage off the sticker on it?

The failed power adapter was rated at 180 watts. The replacement (non HP) is rated at the same.
