HP 27-a010 All In One
Microsoft Windows 10 (64-bit)

After major windows 10 update a few months back the computer will not completely shut down.  CPU seems to shut down but fan keeps running.  I have to shut power on strip off or do a hard reset.  I have completed all updates that have been recommended.  I have even wiped the computer and started over and still have the same problem.  Had the computer for a year with no issues until this update.   I have searched and tried every suggestion I found since this seems to be a wide spread problem and none have worked.

So I got nothing new I assume.

 

Make certain that Fast Start Up is DISABLED.

Nothing in the BIOS is trying to keep alive the PC, like Wake on LAN etc.

Make create a shortcut or use the CLI version.
