I reviewed your post and I understand that the computer is not booting to Windows and it is beeping.

Based on your description, it looks like a hardware issue. 3 long and 4 short beeps Indicate potential power system failure.
If you are comfortable troubleshooting, you can try the below steps.
- Reduce to minimum config (CPU, System board, PSU, 1 DIMM of memory) and isolate failed component.
- Reduce further if issue persists.
- Test known good PSU.
- Replace affected component.
- If unable to confirm source, replace CPU, System Board, PSU.
