HP Compaq Elite 8300 USDT won't boot after CPU upgrade

I have HP Compaq Elite 8300 USDT with i5 3450S processor. it works fine with this CPU. I wanted to upgrade the CPU to i7 3770s after confirming on hp website for the compatibility. 


However after the putting the CPU, the PC won't start. The red LED blinks 8 times with beep sounds. I quickly put the i5 CPU it boots fine. However when I put the i7 back, the problem what occurs. 


Is it because of CPU compatibility issue or something else. Your help much appreciated.


Things I already tried are:


- Removing and replacing CMOS battery after 5 secs

- Making sure my BIOS is latest ( v 00.03.08 Rev.A from Apr 2019)

- Removed memory and confirmed it beeps 5 times

- Created a FreeDos USB and copied 2.98 BIOS version with DOSflash.exe to the root, to see if that help. On pressing win key + B it beeps 3 times. It could not flash the BIOS from the usb it seems.
