Welcome back to the Forum.
Not sure what boot sequence in your post means.
The following BIOS update installer needs Windows to do it's magic.
The latest BIOS update, I could find for your PC's MB, is Here. This update was released in 2015. Also don't know if this update will help or you may already have this BIOS version.
The supported OS is Win 8.1 but this update should work with W10 or W11.

Thanks Bill_To for your quick and friendly response for me as a pensioner who only knows BIOS as frustration because every 5 years I look at the bios with the battery change. Now it was super easy, but did not solve my actual problem of starting a USB boot media to install Ubuntu and think my hardware is too old for that and now have to see what tricks I still have on it.

Your PC has a UEFI BIOS. So it should support USB boot.
Dual booting Windows and Linux distros can get complicated.
You can get to the HP Boot Menu by starting the PC, repeatedly tapping "ESC", then select "F9".
Secure Boot BIOS settings enabled can cause problems if the Ubuntu version you have does not support Secure Boot.
So you would either have to: change BIOS settings to Legacy support (disable Secure Boot and enable Legacy support) or use a Linux version that works with Secure Boot.

I have not been using DVD drives since about 2015. I'm a little rusty troubleshooting optical drives. I used to use rewritable discs which provide copy and paste functionality similar to USB drives.
It looks like your PC shipped from HP with Windows 8. The DVD drive you have may not be compatible if you are now using Windows 10. Or the DVD drive has failed.
The installed Windows operating system normally provides basic DVD drivers. HP is providing Windows 8 DVD writer firmware updates for a SW820 device and a BH40N device at this Site. I don't see any HP firmware offerings for your DVD drive.

I can't offer additional insight on the existing DVD problem. Maybe try a USB 3.0 DVD drive available at Amazon.
But I guess a USB 3.0 DVD will not be bootable if you can't boot to USB devices.
But your 2013 PC has a UEFI BIOS. It should be able to boot from USB.
I had a 2012 HP PC that could boot from USB.
Start the PC. Repeatedly tap the "ESC" key. You will see this menu.
Now select "F9". This will provide a boot menu.
Look for a bootable USB device in the boot menu. This device may be in the Legacy boot menu or the UEFI boot menu (Secure Boot).
You would have to disable BIOS Secure Boot and enable Legacy support if Ubuntu does not support Secure Boot.
