Ok, so while I was deleting all my data, my HP Laptop died. I turn it on and it asks me to "choose and operating system". It shows Windows 10 twice. I pick one, it resets, then sends me back to this screen.
It won't let me fully reset the data again either.

Your notebook is supported by the HP cloud recovery tool which you can use on another PC running W7 64 bit or newer to create a bootable USB recovery drive that will reinstall Windows, the drivers and the software that originally came with your notebook.
Here is an info link for how to use the utility. You will also need a 32 GB USB flash drive to create the recovery media with.

After you install the tool on the PC, you will need to enter your PC's product number in the tool's window.
Your PC's product number is: 6ZC13UA#ABA
I recommend you connect your PC to the charger when you are doing something out of the ordinary such as deleting all of your data or reinstalling Windows.
