Sorry to see this. Very unusual.
This could point to a CPU problem if the replacement MB is good and no mistakes were made when disassembling and rebuilding the system.

One problem which could mess up the replacement MB is the BIOS update which may have corrupted the first MB. The BIOS update is located in the Windows UEFI System Partition. This update will install again and will corrupt the BIOS of every new MB installed in the PC.
The EFI partition has to be edited to remove the BIOS .bin and .sig files or you should reinstall Windows on the drive (back up data) to clear the EFI system partition. Or wipe the drive. You don't want this BIOS update again.
It is now very difficult to get a handle on what has happened to the PC??
The complexity of your problem is high due to the potential faulty BIOS update. So the following steps may not apply. You may need to find a good BIOS for two MBs. We can't identify if the MB SSID is 86D3 (I can't find any BIOS updates) or 87C3 (BIOS updates are available).
Try starting the PC with no RAM connected to the MB to check for a Power On Self Test "RAM error message".
Now only connect the monitor to the PC. Only connect PSU and graphics card. Try each stick of available RAM, one at a time, using only the current CPU and MB, nothing else.
It might be time to have a local PC Tech take a look.
One or more of the following components: (power supply, RAM, MB, or CPU) seem to be in trouble if the PC will not POST when using only those components.
The graphics card could have a problem. The 3700X lacks integrated graphics. You would have to try a different, known good, graphics card.
Again, my head is spinning, I have no idea what is causing your problem, too many uncontrolled variables!
- Faulty BIOS update
- Bad replacement MB
- Other component problem (power supply, RAM, CPU, or graphics card).

Thanks again for your help all this time. Against all my troubleshooting I believe I have had a problem that was suggested to me by my girlfriend though I initially didn't think that was it. In my own experience as a remote and deskside technician I have personally very rarely ever seen this failure maybe 3-5 times
The problem is more than likely within the physical power button of my desktop's top IO module. Between the mechanics in this failing (which could explain all shutdowns and the original power on incident) and my own dogs constant, never ending shedding I believe something may have gotten into the physical button and has been causing me grief
As a brief aside the HP YouTube channel should be advertised better, as it has a deep well of knowledge for a lot of desktops, laptops, printers and more https://youtube.com/@HPSupport. This helped guide me through some of the more unique part removals and reinstallations
After taking off the front and top bezel for the past hour or two my desktop has been almost 100% reliable. I have the top IO module kind of dangling internally for now and I have hit that and the top bezel with compressed air to clean it inside and out.
It has booted, completed POST and received windows updates which included an HP bios update. I don't believe the ram or CPU is the culprit when it's booting now. It has also stayed on for steam and GPU updates
I found another nice person on eBay who has a top IO module for sale and I have placed the order for it so hopefully they never had a dog and if problems persist I have a spare ready
